Nomfundo Douw-Jack has extensive knowledge in strategic management, inspection and enforcement, labour relations, human resources management and migration management. She is well versed with conducting of HR ecosystem audits, developing and implementing of interventions that are aligned to the employment laws and HR policies. 

She has participated in international conferences and study tours that included the International Labour Conference (ILC) hosted by the International Labour Organisation (ILO) in Switzerland, Geneva from 2016 to 2019 participating in committees dealing with Employment and Decent Work for the Transition to Peace and Standard-Setting on Violence and Harassment in the World of Work. She was part of the study tour on the Training of the Inspectorate in Singapore in 2017, study tour on the Eradication of Child Labour in Sri Lanka in 2018 and part of the team that visited Ireland to investigate the Working and Living Conditions of Migrant Workers in Ireland’s construction sector in 2023. She also chaired several panel discussions while she was also a Convener of an ILO supported Technical Working Group (TWG) which provided support to Eastern Cape Department of Health. 

Nomfundo has also represented South Africa in 2023 at the SADC Committee on Labour Migration and at the 8th Pan-African Forum on Migration (PAFOM-8) in Gaborone, Botswana. In July 2024, she accompanied the Minister of Employment and Labour to attend the G20 Labour and Employment Ministers Meeting (LEMM) in Brazil and Russia respectively. She has 25 years’ experience where she occupied several strategic and operational positions amongst which, as the Corporate Services Manager, Provincial Chief Inspector and Provincial Head in the Department of Employment and Labour in Free State and Eastern Cape respectively and most recently Chief of Staff where she was tasked to establish the Ministry of Employment and Labour in Pretoria.

Zoleka Ntshoza has a strong background in inspection and enforcement, labour relations, employment equity and human resources. She has more than 25 years” experience in both the public and private sector. She has vast experience in assisting organisations with employment equity legislation compliance, developing and implementing employment equity plans, training and capacitation of Department of Employment & Labour Employment Equity inspectors including organisations that are seen to be driving sustainable processes. She also has skills in change management and developing a high-performance culture. She has been the agent of change and inclusion by working with forums for persons with disabilities. She has a global understanding of government roles, functions, methods, processes and service provision. Her career has been enriched by the international exposure where she was part of the delegations, namely, study tour in Cuba on inspections, conferences on Gender Equality in Zimbabwe, HIV/AIDS mainstreaming and was a member of the committee that set standards on Violence and Harassment in the World of Work in Geneva hosted by International Labour Organisation (ILO) in 2018. As the Organisational Culture & Employment Equity Specialist, she spearheaded programmes related to employment equity legislation, compliance with B-BBEE and change management. She thrives in collaborative working environment.
